Job profile Social Work Head of Service - Community Care
Our client has exclusively retained the services of First People Care Solutions to secure the services of an experienced and proven social work manager to join this small and friendly Local Authority as the Acting Head of Service responsible for all Community Care Social Work Functions initially from September 2008 for a period of six months. Supporting the Director of Social Work by leading, developing and managing the Community Care Service, the successful applicant shall concentrate on providing effective, quality services to the local population.
The main duties for this post are as follows: -
1. Lead service development by recommending strategic direction and determining service review, performance improvement and best value monitoring; formulate and recommend responses to national initiatives affecting the delivery of services; and develop service and partnership plans, implementation strategies and policies, for existing and new services.
2. Co-ordinate the planning, resourcing and operation of the service; set priorities, lead senior managers professionally, and ensure that the services responds to community need and preference; ensure an active liaison with external bodies and agencies to develop services and promote partnership arrangements.
3.Be responsible for the planning and development of service-level information systems and controls in order to improve efficiency, the quality of service, generate statutory and performance indicators, and to demonstrate the effectiveness of the service. Manage the service performance assessment, being responsible for monitoring emerging client needs and trends, and be accountable to the Director for the quality and provision of the service.
4.Recommend the service budget with particular regard to meeting statutory requirements; and be responsible for securing funding for special initiatives such as Mental Health Specific Grant Projects. Manage and be accountable for the budgets (approximately £25m p.a.), including external funding, in order to meet statutory requirements, government initiatives and Council corporate policy.
5.Manage Community Care staff by establishing service priorities and guiding senior managers; be responsible for senior staff recruitment, selection and development; review of performance and the motivation of staff; ensure the appropriate application of personnel policies to manage personal professional development and mentoring, absence, grievance and disciplinary matters in accordance with Council and Divisional policy guidelines.
6.Foster links with other divisions and agencies (e.g. NHS) working with community care clients to help improve the integrated delivery of services and to develop service strategies and joint commissioning.
7.Where necessary initiate discussions on community care issues as they affect Midlothian, contribute to external working parties with a remit to improving service delivery, both as a lead professional in the field of Community Care, and as a representative of Midlothian Council. Where appropriate represent the Director by chairing working parties.
8.To deputise for the Director, including in his/her role as Chief Social Work Officer

Experience & Qualifications The jobholder is the lead specialist in Community Care and has to plan and develop a service that has significant statutory responsibilities; must advise and direct senior managers to support their service delivery activity; must promote and develop partnership working; and must be aware of the changing environment nationally and locally in order to introduce this change into the services at management and operational level.
Therefore the jobholder must be an experienced senior social work practitioner, with a wide-ranging experience in the experience of strategic planning, service delivery and improvement is critical, as is that of liaising with external partners including the private sector, and promoting partnerships, and of managing budgets and staff through delegation and empowerment. A thorough knowledge of social work legislation particularly in relation to Community Care and procurement; a knowledge of public and private finance arrangements and opportunities; experience of negotiating with external organisations for funding; and thorough understanding of the external social work environment and of that of other planning partners are critical to the job. Owing to the responsibilities, practical experience of child protection is essential.
The jobholder requires a relevant Social Work qualification approved by the Scottish Social Services Council and a post-qualifying Mental Health Officer accreditation is desirable. A management qualification such as an MBA would demonstrate ability in that field, but evidence of experience is an acceptable alternative.
